The Panama Canal Commission must establish an employment system based on merit and qualifications. The system generally follows the competitive-service policies while limiting the application of title 5 unless this chapter specifically applies it.
As used in this part— (1) “Executive agency” has the meaning given that term in section 105 of title 5 ; (2) “uniformed services” has the meaning given that term in section 2101(3) of title ; (3) “competitive service” has the meaning given that term in section 105 of title 5 ; and (4) “United States”, when used in a geographic sense, means each of the several States and the District of Columbia. The statute also specifies section 2102 of title 5.
As used in this part—

“competitive service” has the meaning given that term in section 2102 of title 5; and
“United States”, when used in a geographic sense, means each of the several States and the District of Columbia.
