22 U.S.C. § 3741 — Postal service

(a) Possession or administration of funds by Commission. The Commission must take possession of and administer Canal Zone postal-service funds and assume its obligations. (b) Expiration of responsibility for unpaid balances. Starting December 1, 1999, neither the Commission nor the United States Government is responsible for distributing accumulated unpaid balances connected with Canal Zone postal-savings deposits, postal-savings certificates, or postal money orders. (c) Mail addressed to the Canal Zone from or through the United States. The United States Postal Service may route mail addressed to the Canal Zone from or through the continental United States to United States Armed Forces military post offices in Panama. Those offices must provide required directory services and accept the mail to the extent allowed by the 1977 Panama Canal Treaty and related agreements. The Commission must provide personnel, records, and other services so the offices can, when appropriate, distribute, reroute, or return the mail.
