A United States consular officer may not issue a certificate for goods shipped from a country next to the United States when the goods passed through a consulate after they were bought for shipment.
No United States consular officer may grant a certificate for goods, wares, or merchandise shipped from a country adjacent to the United States if, after the goods were purchased for shipment, they passed through a consulate.
No consular officer of the United States shall grant a certificate for goods, wares, or merchandise shipped from countries adjacent to the United States which have passed a consulate after purchase for shipment.
