The President can make rules to carry out this subchapter. These rules cannot conflict with other laws. The President may let officers or agencies use this subchapter's powers, under the President's direction.
The President can make rules and regulations to carry out this subchapter. These rules must not conflict with any other law.
The President can also use any power or authority this subchapter gives, by having it carried out through officers or agencies. The President decides which officer or officers, or agency or agencies, will do this.
The President may, from time to time, promulgate such rules and regulations, not inconsistent with law, as may be necessary and proper to carry out any of the provisions of this subchapter; and he may exercise any power or authority conferred on him by this subchapter through such officer or officers, or agency or agencies, as he shall direct.
