The J. William Fulbright Foreign Scholarship Board must advise and assist the President in the discharge of the scholarship program carried out under this chapter, under the guidelines set forth in section 4704 of this title. The President can provide for that additional secretarial and staff assistance for the Board as can be required to carry out this chapter.
