The Secretary of State assigns Board-selected individuals to missions and positions. Fellows may be hired through temporary civil-service, limited Foreign Service, or specified contract appointments, funded from State Department salaries and expenses.
(a) The Secretary of State must decide which Board-selected individuals serve at each United States diplomatic or consular mission abroad and what position each holds.
(b) Fellows may be employed (1) under a temporary civil-service appointment; (2) under a limited Foreign Service appointment; or (3) by contract under section 2669(c) of this title.
(c) Appropriations to the State Department for “Salaries and Expenses” must pay the expenses of carrying out this chapter.
The Secretary of State shall determine which of the individuals selected by the Board will serve at each United States diplomatic or consular mission abroad and the position in which each will serve.
Fellows may be employed—
under a temporary appointment in the civil service;
under a limited appointment in the Foreign Service; or
by contract under the provisions of section 2669(c) of this title.
Funds appropriated to the Department of State for “Salaries and Expenses” shall be used for the expenses incurred in carrying out this chapter.
