22 U.S.C. § 5451 — Assistance in support of democratic institutions in Poland and Hungary

This section authorizes $12,000,000 for three years to support democratic institutions and activities in Poland and Hungary. It also addresses the application of other laws to that assistance.
(a) Authorization of assistance In addition to amounts otherwise available for such purposes, there may be appropriated to carry out chapter 4 of part II of the Foreign Assistance Act of 1961 ( 22 U.S.C. 2346 and following; relating to the economic support fund) $12,000,000 for the 3-year period beginning October 1, 1989 , which must be available only for the support of democratic institutions and activities in Poland and Hungary.
(b) Nonapplicability of other laws Assistance may be provided under this section Even if another law says otherwise.
In addition to amounts otherwise available for such purposes, there are authorized to be appropriated to carry out chapter 4 of part II of the Foreign Assistance Act of 1961 (22 U.S.C. 2346 and following; relating to the economic support fund) $12,000,000 for the 3-year period beginning October 1, 1989, which shall be available only for the support of democratic institutions and activities in Poland and Hungary.
Assistance may be provided under this section notwithstanding any other provision of law.
