This section defines agency of the United States Government, agency head, Center, and detailee for the chapter. It assigns different agency heads for executive, legislative, judicial, Senate, and House situations.
For this chapter: (1) “Agency of the United States Government” includes legislative-branch agencies, judicial-branch courts, and executive-branch agencies. (2) “Agency head” means the relevant executive-agency head; for a legislative agency other than the House or Senate, its head; for a court, its chief judge; for the Senate, the President pro tempore after consulting the Majority and Minority Leaders; and for the House, the Speaker after consulting its Majority and Minority Leaders. (3) “Center” means the Mansfield Center for Pacific Affairs. (4) “Detailee” means a United States Government agency employee assigned or loaned to that Center without changing positions at the employing agency.
For purposes of this chapter—
the term “agency of the United States Government” includes any agency of the legislative branch and any court of the judicial branch as well as any agency of the executive branch;
the term “agency head” means—
in the case of the executive branch of Government or an agency of the legislative branch other than the House of Representatives or the Senate, the head of the respective agency;
in the case of the judicial branch of Government, the chief judge of the respective court;
in the case of the Senate, the President pro tempore, in consultation with the Majority Leader and Minority Leader of the Senate; and
in the case of the House of Representatives, the Speaker of the House, in consultation with the Majority Leader and Minority Leader of the House;
the term “Center” means the Mansfield Center for Pacific Affairs; and
the term “detailee” means an employee of an agency of the United States Government on assignment or loan to the Mansfield Center for Pacific Affairs without a change of position from the agency by which he or she is employed.
