This section addresses expenditure of appropriations. It assigns the stated duties, powers, requirements, limits, procedures, or funding rules to the actors and situations described in the section.
For each fiscal year for which an appropriation is made to the Commission, the Commission must issue a report to the Congress on its expenditures under that appropriation.
