The President can't hand off certain International Criminal Court powers to anyone else. One specific power under section 7424(c)(3) can only be delegated to the Secretary of Defense. It can never be delegated further after that.
The President holds powers under sections 7422 and 7430(a) of this title. The President cannot delegate those powers to anyone else, whether under section 301 of title 3 or under any other law.
The President also holds a power under section 7424(c)(3) of this title. That power can only be delegated to the Secretary of Defense — no one else. And once given to the Secretary of Defense, it cannot be delegated again to someone else.
The authorities vested in the President by sections 7422 and 7430(a) of this title may not be delegated by the President pursuant to section 301 of title 3 or any other provision of law. The authority vested in the President by section 7424(c)(3) of this title may not be delegated by the President pursuant to section 301 of title 3 or any other provision of law to any official other than the Secretary of Defense, and if so delegated may not be subdelegated.
