22 U.S.C. § 7556 — Benchmarks to evaluate the progress being made toward the transition of security responsibilities for Afghanistan to the Government of Afghanistan

(a) Options for expansion of capacity of Afghan National Security Forces. Acting through the Secretary of Defense, the President must create, update as needed, and send to Congress options for speeding up the growth of Afghan National Security Forces, aiming to: (1) let the Afghan government take the lead on security across Afghanistan, keep that security, and sustain its own forces, consistent with the Framework for Inteqal; (2) meet U.S. security goals of disrupting, dismantling, and defeating al-Qaeda and its allies in Afghanistan, and prevent them from finding safe havens there; and (3) let the United States move to a lasting partnership with the Afghan government, consistent with the U.S.–NATO–Afghanistan Enduring Partnership declaration issued at the Lisbon conference on November 20, 2010. (b) Benchmarks. The President must set, and may update over time, a full set of benchmarks to measure progress toward the goals in subsection (a)(1) through (3). (c) Submittal to Congress. The President must include the most current benchmarks with every report on Afghan security and stability progress sent to Congress under sections 1230 and 1231 of the National Defense Authorization Act for Fiscal Year 2008.
