This law tells the President to give the U.S. Global AIDS Coordinator enough money and staff to do the job. It creates a separate Treasury account for HIV/AIDS funding, and states Congress's views on how country-level HIV/AIDS teams should be run.
(a) This subsection is omitted from this text.
(b) Resources. Within 90 days of May 27, 2003, the President must decide how much money and staff the Coordinator of United States Government Activities to Combat HIV/AIDS* Globally needs. That money comes from funds set aside under section 7671 for HIV*/AIDS* assistance. It must be placed under the Coordinator's direct control so the Coordinator can run the duties this chapter assigns.
(c) A separate account. The law creates the "Activities to Combat HIV/AIDS Globally Fund" inside the Treasury's general fund. The Coordinator runs this account. All money appropriated under section 7671 for HIV/AIDS assistance goes into this Fund, except money meant for U.S. contributions to the Global Fund*.
(d) Congress's views. Congress believes: full-time coordinators, ideally with management experience, should lead each country's HIV/AIDS team at U.S. missions running major HIV/AIDS programs; local staff hired in each country do vital public-health work and their skill and experience should be reflected in how they are hired and paid; and country-level HIV/AIDS teams should have enough staff to carry out their oversight duties.
Not later than 90 days after May 27, 2003, the President shall specify the necessary financial and personnel resources, from funds appropriated pursuant to the authorization of appropriations under section 7671 of this title for HIV/AIDS* assistance, that shall be assigned to and under the direct control of the Coordinator of United States Government Activities to Combat HIV*/AIDS* Globally to establish and maintain the duties and supporting activities assigned to the Coordinator by this chapter and the amendments made by this chapter.
There is established in the general fund of the Treasury a separate account which shall be known as the “Activities to Combat HIV/AIDS Globally Fund” and which shall be administered by the Coordinator of United States Government Activities to Combat HIV/AIDS Globally. There shall be deposited into the Fund all amounts appropriated pursuant to the authorization of appropriations under section 7671 of this title for HIV/AIDS assistance, except for amounts appropriated for United States contributions to the Global Fund*.
It is the sense of Congress that—
full-time country level coordinators, preferably with management experience, should head each HIV/AIDS country team for United States missions overseeing significant HIV/AIDS programs;
foreign service nationals provide critically important services in the design and implementation of United States country-level HIV/AIDS programs and their skills and experience as public health professionals should be recognized within hiring and compensation practices; and
staffing levels for United States country-level HIV/AIDS teams should be adequately maintained to fulfill oversight and other obligations of the positions.
