The President can give grants to nonprofits that promote human rights, democracy, and a market economy in North Korea, and to groups researching North Korea's human-rights abuses. Congress authorized $2 million a year for 2005–2008 and 2009–2022 for this, usable until spent.

(a) Grants allowed. The President can give grants to private nonprofit groups to support programs promoting human rights, democracy, the rule of law, and a market economy in North Korea — including educational and cultural exchange programs with North Koreans, where the law otherwise allows. The President can also give grants to fund research into North Korea's denial of human rights, including research on the political and military chains of command responsible for abuses like those at prison camps and detention facilities. (b) Funding. (1) Congress authorized $2,000,000 for each fiscal year from 2005 through 2008, and $2,000,000 for each fiscal year from 2009 through 2022, to carry out this section. (2) Money appropriated under that authorization stays available until it's spent.
