22 U.S.C. § 7816 — Establishment of regional framework

(a) Findings Congress finds that human-rights initiatives can be undertaken multilaterally, such as through the Organization for Security and Cooperation in Europe, which created a regional framework for discussing human rights, scientific and educational cooperation, and economic and trade issues. (b) Sense of Congress Congress states that the United States should explore the possibility of a regional human-rights dialogue with North Korea^* modeled on the Helsinki process, with all countries in the region participating in a shared commitment to respect human rights and fundamental freedoms.
