22 U.S.C. § 7846 — Sense of Congress on humanitarian coordination related to the Korean Peninsula

Congress states its opinion that instability in Korea could seriously affect the region and U.S. interests. It says the U.S. should work with North Korea's neighbors on long-term plans. These plans would cover humanitarian aid, human rights, and helping North Korean defectors.
This section is a "sense of Congress" — it states Congress's opinion, not a binding legal requirement. Congress believes:
(1) Any instability on the Korean Peninsula could have a major humanitarian and strategic impact on the region and on United States national interests.
(2) Because of that, the United States government should work with countries that share a land or maritime border with North Korea* to build long-term, whole-of-government plans. These plans should coordinate efforts on humanitarian assistance* and promoting human rights, and should help effectively assimilate North Korean defectors.
It is the sense of Congress that—
any instability on the Korean Peninsula could have significant humanitarian and strategic impact on the region and for United States national interests; and
as such, the United States Government should work with countries sharing a land or maritime border with North Korea* to develop long-term whole-of-government plans to coordinate efforts related to humanitarian assistance* and human rights promotion and to effectively assimilate North Korean defectors.
