Congress urges the President to intensify diplomacy to expand international sanctions and other measures against Iran. The President must periodically report on the success of those efforts and related countries’ actions.
(a) Multilateral negotiations. Congress urges the President to intensify diplomatic efforts in appropriate international forums, such as the United Nations, and directly with United States allies, to—(1) expand the United Nations Security Council sanctions regime to include (A) a ban on visas for Iranian Government officials involved in (i) human-rights violations inside or outside Iran, (ii) developing an Iranian nuclear-weapons program or ballistic-missile capability, or (iii) the Iranian Government’s support for terrorist organizations, including Hamas and Hezbollah; and (B) a requirement that every United Nations member country (i) bar the Islamic Republic of Iran Shipping Lines from landing at its seaports and Iran Air cargo flights from landing at its airports because of those organizations’ roles in proliferation and illegal arms sales, and (ii) apply those bans to other Iranian entities designated for sanctions on or after August 10, 2012; (2) expand the sanctions allies impose on Iran; (3) expand efforts to limit Iran’s development of petroleum resources and importation of refined petroleum products; (4) develop initiatives to (A) increase crude-oil production in countries other than Iran and (B) help countries buying or otherwise obtaining crude oil or petroleum products from Iran end that dependence; and (5) eliminate revenue the Iranian Government receives from selling Iranian petrochemical products abroad. (b) Reports to Congress. Within 180 days after August 10, 2012, and every 180 days afterward, the President must report to the appropriate congressional committees how successful the subsection (a) diplomatic efforts have been. The report must identify (1) countries agreeing to sanctions or other measures advancing subsection (a)’s policy; (2) how those countries implement and enforce them; (3) the President’s criteria for deciding whether a country significantly reduced crude-oil purchases from Iran under section 8513a(d)(4)(D), including reductions in volume and price; (4) countries that have not agreed to those sanctions or measures, including countries granted exceptions for significant reductions under that provision; (5) additional measures the United States could take to advance the diplomatic efforts; and (6) what happened with any World Trade Organization or predecessor-organization decision concerning sanctions against Iran.
