22 U.S.C. § 8925 — Increased military assistance for the Government of Ukraine

(a) In general — The President is allowed to give Ukraine's government defense articles, defense services, and training^* to counter offensive weapons and help restore Ukraine's sovereignty and territorial integrity. Examples include anti-tank and anti-armor weapons, crew weapons and ammunition, counter-artillery radar, fire-control and range-finding equipment, optical and guidance gear, tactical surveillance drones operated by troops, and secure command and communications equipment. This must follow the Arms Export Control Act, the Foreign Assistance Act of 1961, and other relevant laws.

(b) Report required — Within 60 days of December 18, 2014, the President had to send a report detailing the expected defense articles, services, and training to be provided, plus a timeline, to the Senate's Foreign Relations, Appropriations, and Armed Services Committees, and the House's Foreign Affairs, Appropriations, and Armed Services Committees.

(c) Authorization of appropriations
(1) Congress authorized $100,000,000 for fiscal year 2015, $125,000,000 for fiscal year 2016, and $125,000,000 for fiscal year 2017, for this section's activities.
(2) That money stays available to be committed and spent through the end of fiscal year 2018.

(d) Authority for the use of funds — The money set aside under (c) for defense articles, services, and training may be used to buy them from the U.S. government or other appropriate sources.

(e) Protection of civilians — Congress expressed its view (not a binding requirement) that Ukraine's government should take all appropriate steps to protect civilians.
