in plain englishAI-generated · not legal advice

This section stops states from passing laws that single out motorcycles just to limit their access to federally funded highways. States can still make motorcycle safety rules for other reasons.

(a) Access of Motorcycles. No state or local government may pass or enforce a law that applies only to motorcycles if its main purpose is to block motorcycles from a highway, or part of a highway, that used federal-aid highway money for planning, design, building, or upkeep. (b) Savings Provision. This section does not take away a state or local government's power to regulate motorcycles for safety reasons.
