Congress states a policy of providing repayable capital to develop and use Indian physical and human resources. The goal is for Indians to manage their resources and reach a standard of living from their own productive work comparable to nearby non-Indians.
Congress’s policy is to provide capital that must be repaid to help develop and use Indian resources, including physical and human resources. The goal is for Indians to take full responsibility for using and managing their resources and to have, from their own productive work, a standard of living comparable to that of non-Indians in nearby communities.
It is hereby declared to be the policy of Congress to provide capital on a reimbursable basis to help develop and utilize Indian resources, both physical and human, to a point where the Indians will fully exercise responsibility for the utilization and management of their own resources and where they will enjoy a standard of living from their own productive efforts comparable to that enjoyed by non-Indians in neighboring communities.
