Subject to available funding, the Secretary may fund tribally controlled colleges and universities to establish and support tribal economic-development and education institutes. The grants must include specified planning, education, training, coordination, and evaluation activities.
(a) General authority. Subject to available appropriations, the Secretary* may give grants to tribally controlled colleges or universities that receive grants under this chapter or the Navajo Community College Act. The grants are for establishing and supporting tribal economic-development and education institutes. Each grant-supported program must include at least these activities: (1) determine the participating tribes’ economic-development needs and potential, including agriculture and natural-resources needs; (2) develop consistent courses to prepare postsecondary students, tribal officials, and others to meet those needs, coordinating with secondary institutions when practical; (3) provide vocational courses, including administrative costs and student-support services; (4) provide technical help and training to Federal, tribal, and community officials and to business managers and planners when the institution considers it necessary to fully carry out and benefit from the program; (5) operate clearinghouse activities that encourage coordination and provide a coordination point for all vocational activities and academically related training serving all students of the participating tribe; and (6) evaluate the grants, their effects on the needs identified under paragraph (1), and tribal economic self-sufficiency.
(b) Amount and duration. Grants must have amounts and durations that give the greatest opportunity for success and for producing relevant data.
(c) Applications. Institutions receiving funds under another subchapter of this chapter or under the Navajo Community College Act may apply individually or as consortia. Each applicant must cooperate with one or more Indian tribes in developing and carrying out the grant.
