The Commissioner of Indian Affairs alone decides who can be a licensed trader to Indian tribes. The Commissioner also sets the rules for what these traders can sell. This includes deciding the types, amounts, and prices of goods sold to Indians.
The Commissioner of Indian Affairs has the sole power to appoint traders who deal with Indian tribes.
The Commissioner also has the sole power to make whatever rules the Commissioner thinks are fair and proper, spelling out what kinds and amounts of goods these traders can sell, and at what prices they must sell them to Indians.
The Commissioner of Indian Affairs shall have the sole power and authority to appoint traders to the Indian tribes and to make such rules and regulations as he may deem just and proper specifying the kind and quantity of goods and the prices at which such goods shall be sold to the Indians.
