Unless this chapter says otherwise, the Secretary must issue final regulations implementing the chapter within 18 months after November 28, 1990. Affected Indian tribes must participate in developing them.
Except as this chapter provides otherwise, the Secretary* must issue final regulations implementing the chapter within 18 months after November 28, 1990. The Secretary must develop all regulations under this chapter with the participation of affected Indian tribes.
Except as otherwise provided by this chapter, the Secretary* is directed to promulgate final regulations for the implementation of the 1 chapter within eighteen months from November 28, 1990. All regulations promulgated pursuant to this chapter shall be developed by the Secretary with the participation of the affected Indian tribes.
