This section requires final implementing regulations within a specified period. The affected Indian tribes must participate in developing them.
Unless this chapter provides otherwise, the Secretary* must issue final regulations implementing it within 24 months after December 3, 1993. The Secretary must develop all such regulations with the participation of the affected Indian* tribes.
Except as otherwise provided by this chapter, the Secretary* shall promulgate final regulations for the implementation of this chapter within 24 months after December 3, 1993. All regulations promulgated pursuant to this chapter shall be developed by the Secretary with the participation of the affected Indian* tribes.
