Some tribes are considered able to direct the work of their own blacksmiths, mechanics, teachers, farmers, or other hired workers. When the Secretary of the Interior decides a tribe is competent to do this, the tribe's proper authority can direct those workers instead. This shifts day-to-day direction from federal officials to the tribe itself.
Where any of the tribes are, in the opinion of the Secretary* of the Interior, competent to direct the employment of their blacksmiths, mechanics, teachers, farmers, or other persons engaged for them, the direction of such persons may be given to the proper authority of the tribe.
