25 U.S.C. § 5353 — Availability of funds to agencies, institutions, and organizations

Federal agencies may directly provide funds under this subchapter only to public agencies and specified Indian entities. Those recipients may use the funds to contract with an appropriate person, organization, or corporation for needed services.
No funds from any contract or grant under this subchapter must be made available by any Federal agency directly to other than public agencies and Indian tribes, institutions, and organizations: However, school districts, State education agencies, and Indian tribes, institutions, and organizations assisted by this subchapter can use funds provided in this section to contract for necessary services with any appropriate individual, organization, or corporation.
