Tennessee has three federal judicial districts — Eastern, Middle, and Western — each split into divisions made up of listed counties, with a city where each division holds court. The section also names which of the Eastern District's two judges (as of a 1940 date) sits in which divisions, and lets each judge appoint and remove court staff in the divisions where they hold court.

This section lays out Tennessee's three federal judicial districts and their divisions. Tennessee is split into the Eastern, Middle, and Western Districts. Eastern District (a): This district has four divisions. (1) The Northern Division covers a listed group of counties, with court held at Knoxville. (2) The Northeastern Division covers another listed group of counties, with court held at Greenville. (3) The Southern Division covers a third listed group of counties, with court held at Chattanooga. (4) The Winchester Division covers a fourth listed group of counties, with court held at Winchester. Middle District (b): This district has three divisions. (1) The Nashville Division covers a listed group of counties, with court held at Nashville. (2) The Northeastern Division covers another listed group of counties, with court held at Cookeville. (3) The Columbia Division covers a third listed group of counties, with court held at Columbia. Western District (c): This district has two divisions. (1) The Eastern Division covers a listed group of counties, plus part of the Tennessee River forming the boundary with the Middle District from the Alabama line north to a point in Henry County; court is held at Jackson and Dyersburg. (2) The Western Division covers Fayette, Lauderdale, Shelby, and Tipton counties, with court held at Memphis. The section closes with an administrative rule: the district judge for the Eastern District who was in office on November 27, 1940, holds court in the Northern and Northeastern Divisions, while the other judge of that district holds court in the Southern and Winchester Divisions. Each of those two judges may appoint and remove the court officers and employees whose official headquarters are in the divisions where that judge holds court, when the law otherwise gives that appointment power to a district judge or chief judge.
