Unless Congress provides otherwise, federal district courts have original jurisdiction over civil cases brought by the United States. The same applies to cases brought by a federally authorized agency or officer.
Unless an Act of Congress provides otherwise, the district* courts have original jurisdiction over every civil action, suit, or proceeding brought by the United States, or by a United States agency* or officer that Congress has expressly authorized to sue.
Except as otherwise provided by Act of Congress, the district* courts shall have original jurisdiction of all civil actions, suits or proceedings commenced by the United States, or by any agency* or officer thereof expressly authorized to sue by Act of Congress.
