This law says a single judge decides each case at the Court of Federal Claims, except for cases Congress refers to the court. It also requires the court to keep and preserve all its decisions and let the public inspect them.
(a) One judge decides each case at the United States Court of Federal Claims. That judge can sit alone. This applies to every case except "congressional reference cases" — cases Congress sends to the court for review. A judge can hold a regular or special court session even while other judges are holding their own sessions at the same time.
(b) The court must keep all of its decisions. Anyone can inspect them.
The judicial power of the United States Court of Federal Claims with respect to any action, suit, or proceeding, except congressional reference cases, shall be exercised by a single judge, who may preside alone and hold a regular or special session of court at the same time other sessions are held by other judges.
All decisions of the Court of Federal Claims shall be preserved and open to inspection.
