Authenticated copies of official documents, papers, and entries kept by a United States consul or vice consul are admissible to the same extent as the originals.
A copy of an official document or paper in a United States consul’s or vice consul’s office, or of an official entry in that office’s books or records, is equally admissible with the original if the consul or vice consul authenticates it.
Copies of all official documents and papers in the office of any consul or vice consul of the United States, and of all official entries in the books or records of any such office, authenticated by the consul or vice consul, shall be admissible equally with the originals.
