A proceeding under this chapter belongs in the circuit where the petitioner lives or has its main office, or in the District of Columbia Circuit.
A proceeding under this chapter must be brought in the judicial circuit where the petitioner resides or has its principal office, or in the United States Court of Appeals for the District* of Columbia Circuit.
The venue of a proceeding under this chapter is in the judicial circuit in which the petitioner resides or has its principal office, or in the United States Court of Appeals for the District* of Columbia Circuit.
