This chapter generally supplies the United States’ exclusive civil procedures for collecting debts and seeking remedies before judgment. It yields to inconsistent procedures in another federal law and does not cover amounts that are not debts.
(a) General rule. Unless subsection (b) applies, this chapter gives the United States the exclusive civil procedures to: (1) collect a judgment for a debt; or (2) obtain a remedy connected with a debt claim before judgment. (b) Limit. If another federal law sets procedures for collecting a claim or debt judgment arising under that law, those procedures apply to the extent they conflict with this chapter. (c) Other amounts owed. This chapter does not apply to an amount owed that is not a debt or to a claim for such an amount.
Except as provided in subsection (b), the 1 chapter provides the exclusive civil procedures for the United States—
to recover a judgment on a debt; or
to obtain, before judgment on a claim for a debt, a remedy in connection with such claim.
To the extent that another Federal law specifies procedures for recovering on a claim or a judgment for a debt arising under such law, those procedures shall apply to such claim or judgment to the extent those procedures are inconsistent with this chapter.
This chapter shall not apply with respect to an amount owing that is not a debt or to a claim for an amount owing that is not a debt.
