28 U.S.C. § 41 — Number and composition of circuits

This section is a table listing all thirteen federal judicial circuits and the states or territories in each one. It does not use lettered subsections; it is one list. The circuits are:

District^* of Columbia Circuit — the District of Columbia.
First Circuit — Maine, Massachusetts, New Hampshire, Puerto Rico, and Rhode Island.
Second Circuit — Connecticut, New York, and Vermont.
Third Circuit — Delaware, New Jersey, Pennsylvania, and the Virgin Islands.
Fourth Circuit — Maryland, North Carolina, South Carolina, Virginia, and West Virginia.
Fifth Circuit — the District of the Canal Zone, Louisiana, Mississippi, and Texas.
Sixth Circuit — Kentucky, Michigan, Ohio, and Tennessee.
Seventh Circuit — Illinois, Indiana, and Wisconsin.
Eighth Circuit — Arkansas, Iowa, Minnesota, Missouri, Nebraska, North Dakota, and South Dakota.
Ninth Circuit — Alaska, Arizona, California, Idaho, Montana, Nevada, Oregon, Washington, Guam, and Hawaii.
Tenth Circuit — Colorado, Kansas, New Mexico, Oklahoma, Utah, and Wyoming.
Eleventh Circuit — Alabama, Florida, and Georgia.
Federal Circuit — every federal judicial district^* in the country, rather than a group of states.
