The National Labor Relations Board's main office is in Washington, D.C., but the Board can meet and use its powers anywhere else too. The Board can send one or more of its own members, or agents it picks, to investigate whatever it needs to anywhere in the United States. If a member takes part in such an investigation, that does not stop them from later helping decide the case.
