29 U.S.C. § 1902 — Continued operation of Center

(a) Administration by Secretary^* of Education. The Secretary of Education must continue to administer and support the Helen Keller National Center for Youths and Adults who are Deaf-Blind^* in the same way the Center^* was administered before February 22, 1984. This applies only to the extent that this way of administering the Center is consistent with the purposes in subsection (b) and with every other requirement of this chapter. (b) Purposes of Center. The Center's purposes are— (1) to provide specialized intensive services and any other necessary services. These services may be provided at the Center or anywhere else in the United States. They must be intended to encourage the greatest personal development possible for each person who is deaf-blind; (2) to train family members of people who are deaf-blind. The training may take place at the Center or anywhere else in the United States. It must help family members provide and obtain suitable services for the person who is deaf-blind; (3) to train professionals and allied personnel at the Center or anywhere else in the United States so they can provide services to people who are deaf-blind; and (4) to carry out applied research, development programs, and demonstrations about communication techniques, teaching methods, aids and devices, and ways to deliver services. This section uses but does not define the terms "deaf-blind" and "allied personnel".
