29 U.S.C. § 50c — Improved apprenticeship program coordination between the Department of Labor and the Department of Veterans Affairs

(a) Definitions. A "registered apprenticeship program" is an apprenticeship program registered under the 1937 National Apprenticeship Act. The "Secretary" means the Secretary of Labor. (b) Additional registered apprenticeship program requirements. For any apprenticeship program that applies to become "registered" on or after the date 180 days after March 26, 2020, the Secretary must do three things. First, the Secretary must get a written promise from the program's sponsor that: (A) the sponsor knows veterans and other eligible people can get education benefits under chapters 30 through 36 of title 38 for use in a registered apprenticeship program; (B) the sponsor will make a good-faith effort to get that education-benefit approval at every program location that employs or recruits eligible veterans; and (C) the sponsor won't reject a qualified veteran applicant just to avoid making that good-faith effort. Second, following certain 2020 federal regulations, the Secretary must require the sponsor, as much as practical, to give advanced standing or credit — and higher wages to match — to any eligible veteran enrolled in the program who either already has skills matching the apprenticeship job, or gained relevant experience, training, or skills through military service. Third, once the Secretary approves the registered apprenticeship program, the Secretary must send a copy of the program's registration certificate to the state agency that approves programs for veteran education benefits in the state where the program operates.
