3 U.S.C. § 18 — Same; parliamentary procedure at joint session

When the House and Senate meet together under this law, the President of the Senate keeps order. No debate is allowed. The presiding officer may only ask a House to vote on a motion to withdraw under section 15(d)(2)(C)(i).
This section covers what happens when the House of Representatives and the Senate meet together in a joint session, as described in this chapter. During that joint session, the President of the Senate has the power to keep order. No debate is allowed during the session. The presiding officer cannot put any question to a vote in either House, except one specific kind: a motion to withdraw under section 15(d)(2)(C)(i).
While the two Houses shall be in session as provided in this chapter, the President of the Senate shall have power to preserve order; and no debate shall be allowed and no question shall be put by the presiding officer except to either House on a motion to withdraw under section 15(d)(2)(C)(i).
