30 U.S.C. § 1308 — Advance appropriations

This section says payment authority under this chapter is effective only to the extent and in the amounts provided in advance by appropriation Acts.
Even if another provision of this chapter says otherwise, no authority to make payments under this chapter must be effective except to that extent or in that amounts as are provided in advance in appropriation Acts.
Notwithstanding any other provision of this chapter, no authority to make payments under this chapter shall be effective except to such extent or in such amounts as are provided in advance in appropriation Acts.
