Except for fraud, an action to recover penalties under this chapter must be started within 6 years after the act or failure to act that supports the action. Otherwise, the action is barred.
Except in a fraud case, a lawsuit to recover penalties under this chapter is barred unless it begins within 6 years after the act or omission on which the lawsuit is based.
Except in the case of fraud, any action to recover penalties under this chapter shall be barred unless the action is commenced within 6 years after the date of the act or omission which is the basis for the action.
