This section applies the chapter to covered coal or other mines and to their operators and miners. The mine’s products must enter commerce, or its operations or products must affect commerce.
Each covered coal or other mine, its operator, and every miner in it are subject to this chapter. A mine is covered if its products enter commerce or its operations or products affect commerce.
Each coal or other mine, the products of which enter commerce, or the operations or products of which affect commerce, and each operator of such mine, and every miner in such mine shall be subject to the provisions of this chapter.
