31 U.S.C. § 1310 — Appropriations for private organizations

(a) The Secretary of the Treasury must credit an appropriation for a private organization to the organization’s appropriate fiscal official. The credit must be carried on the accounts of either (1) the Treasury or (2) a designated U.S. Government depositary other than a national bank. (b) The fiscal official may pay money from the appropriation only by the official’s check that (1) is payable to the person who is to receive the payment and (2) states the specific purpose for which the money will be used. (c)(1) The fiscal official may pay less than $20 from the appropriation by a check that (A) is payable to the fiscal official and (B) states that the money is for small claims. (2) The fiscal official must give the Secretary or the designated depositary on which the check is drawn a certified list of the claims. The list must state the type and amount of each claim and each claimant’s name.
