An appropriation generally may not pay travel, transportation, or subsistence costs for a meeting. The section preserves payment for official duties and certain Agriculture Department 4-H meetings.
Unless a law specifically provides otherwise, an appropriation may not pay travel, transportation, or subsistence expenses for a meeting. This does not prevent an agency from paying a United States Government officer’s or employee’s expenses while carrying out an official duty. It also does not prevent the Secretary of Agriculture from paying necessary expenses for a meeting the Secretary calls for 4-H Boys and Girls Clubs as part of the Department’s cooperative extension work.
Except as specifically provided by law, an appropriation may not be used for travel, transportation, and subsistence expenses for a meeting. This section does not prohibit—
an agency from paying the expenses of an officer or employee of the United States Government carrying out an official duty; and
the Secretary of Agriculture from paying necessary expenses for a meeting called by the Secretary for 4–H Boys and Girls Clubs as part of the cooperative extension work of the Department of Agriculture.
