31 U.S.C. § 1348 — Telephone installation and charges

(a)(1) Unless this section provides otherwise, appropriations may not pay to install a telephone in a private residence or pay tolls or other telephone-service charges from a private residence. (2) Under the Secretary of State’s regulations, appropriations may pay to install and use telephones in United States Government-owned or leased residences in foreign countries for Foreign Service use.\n\n(b) Under regulations prescribed by the Secretary of the Army on the Chief of Engineers’ recommendation, no more than $30,000 may be spent each fiscal year to install and use in private residences telephones required for official business in constructing and operating locks and dams for navigation, flood control, and related water uses.\n\n(c) Under Defense Department regulations, appropriations to that Department may pay to install, repair, and maintain telephone wiring in Government-owned or leased residences and, when necessary for national defense, in other private residences.
