Purposes. This section states the applicable rules, duties, definitions, or restrictions.
This chapter aims to: (1) help people understand United States Government spending and remove unnecessary administrative requirements by describing relationships between executive agencies and contractors, States, local governments, and other recipients when acquiring property and services or providing government assistance; (2) give executive agencies criteria for choosing legal instruments that promote uniform use, clearly describe the relationships, and clarify the parties’ responsibilities; and (3) encourage discipline in choosing and using procurement contracts, grant agreements, and cooperative agreements, maximize competition in procurement, and encourage competition for grants and cooperative agreements.
The purposes of this chapter are to—
promote a better understanding of United States Government expenditures and help eliminate unnecessary administrative requirements on recipients of Government awards by characterizing the relationship between executive agencies and contractors, States, local governments, and other recipients in acquiring property and services and in providing United States Government assistance;
prescribe criteria for executive agencies in selecting appropriate legal instruments to achieve—
uniformity in their use by executive agencies;
a clear definition of the relationships they reflect; and
a better understanding of the responsibilities of the parties to them; and
promote increased discipline in selecting and using procurement contracts, grant agreements, and cooperative agreements, maximize competition in making procurement contracts, and encourage competition in making grants and cooperative agreements.
