33 U.S.C. § 1521 — Negotiations with Canada and Mexico; report to Congress

The President may and is requested to negotiate with Canada and Mexico about: (1) whether intergovernmental understandings, agreements, or treaties are needed to protect people in Canada, Mexico, and the United States and parties involved in building or operating deepwater ports; and (2) whether joint studies and investigations should protect the environment, remove legal and regulatory uncertainty, and adequately meet those countries’ interests. The President must report to Congress on actions taken, progress, disagreements, matters needing more information, and recommendations for further action.
