Congress finds that infectious medical waste from United States public vessels can seriously endanger public health and coastal communities. It finds current federal protections inadequate and requires immediate action to stop ocean disposal.
Congress finds: (1) Medical waste from United States public vessels that may carry infection can create serious, widespread risks to public health and coastal communities’ welfare. (2) Current federal law inadequately protects against disposing of that waste into ocean waters. (3) Vessel operators must immediately act to stop that disposal.
The Congress finds the following:
The washing ashore of potentially infectious medical wastes from public vessels of the United States may pose serious and widespread risks to public health and to the welfare of coastal communities.
Current Federal law provides inadequate protections against the disposal of such wastes from such vessels into ocean waters.
Operators of such vessels must take immediate action to stop disposing of such wastes into ocean waters.
