33 U.S.C. § 2762 — Submerged oil program

(a) Program. (1) Establishment. The Under Secretary of Commerce for Oceans and Atmosphere, together with the Coast Guard Commandant, must establish a program to detect, monitor, and evaluate the environmental effects of submerged oil in the Delaware River and Bay region. The program must include: (A) methods to remove, disperse, or otherwise reduce how long submerged oil remains; (B) better models and capabilities for predicting submerged oil's environmental fate, movement, and effects; and (C) techniques to detect and monitor submerged oil. (2) Report. No later than three years after July 11, 2006, the Secretary of Commerce must report to the Senate Committee on Commerce, Science, and Transportation and the House Committee on Transportation and Infrastructure on activities carried out and proposed under this subsection. (b) Demonstration project. (1) Removing submerged oil. The Coast Guard Commandant, together with the Under Secretary, must conduct a demonstration project to develop and demonstrate technologies and management practices for removing submerged oil from the Delaware River and other navigable waters. (2) Funding. Congress authorizes appropriations of $2,000,000 to the Commandant for each fiscal year from 2006 through 2010 to carry out this subsection.
