33 U.S.C. § 4106 — Funding and additional authorities

(a) The Administrator^* must carry out this chapter with amounts already appropriated or otherwise available to the Administration^*. (b) To carry it out, the Administrator may: (1) contract or enter cooperative agreements and other transactions with domestic or foreign governments; (2) despite section 1342 of title 31, accept donations and voluntary unpaid services; (3) accept money from other Federal departments and agencies; (4) use the National Oceanographic Partnership Program to accept such money and donations, enter contracts, and award grants; (5) under an agreement under paragraph (1), transfer money appropriated for this chapter to any organization; and (6) with consent, with or without reimbursement, and subject to available appropriations, use land, services, equipment, personnel, and facilities of (A) any United States department, agency, or instrumentality; (B) any State, local, or tribal government; or (C) any foreign government or international organization.
