The Secretary of the Army may change the Newport Harbor, California harbor lines set under section 424. He can only make the change if it won't hurt navigation.
The Secretary of the Army may modify, from time to time, the harbor lines at Newport Harbor, California — the lines that were originally set up under section 424 of this title. The Secretary may only make this change if, in his own opinion, the modification will not injure the interests of navigation.
The Secretary of the Army is authorized to modify from time to time, the harbor lines at Newport Harbor, California, established in pursuance of section 424 of this title: Provided, That in his opinion such modification will not injuriously affect the interests of navigation.
