A state governor or local official may ask the Secretary for help designing projects to clear debris from navigable streams or improve them using mostly natural methods. The Secretary may provide plans and technical help. The state or local government must pay half the cost.
(a) On request from a state governor or the right local official, the Secretary may provide designs, plans, specifications, and other technical help the Secretary thinks is useful, so the state or local government can carry out: (1) projects to clear accumulated snags and debris and to straighten channels in navigable streams and their tributaries; and (2) projects using mostly nonstructural methods the Secretary judges cost-effective, to improve drainage, water quality, and habitat diversity in navigable streams and their tributaries.
(b) The state or local government must pay 50 percent of the cost of any designs, plans, specifications, or technical assistance provided under subsection (a).
Upon request of the Governor of a State, or the appropriate official of local government, the Secretary is authorized to provide designs, plans, and specifications, and such other technical assistance as he deems advisable to such State or local government for its use in carrying out—
projects for removing accumulated snags and other debris, and clearing and straightening channels in navigable streams and tributaries thereof; and
projects for renovating navigable streams and tributaries thereof by means of predominantly nonstructural methods judged by the Secretary to be cost effective, for the purpose of improved drainage, water quality, and habitat diversity.
The non-Federal share of the cost of any designs, plans, specifications or technical assistance provided under subsection (a) shall be 50 percent.
