No bridge can unreasonably block free navigation on U.S. navigable waters. This rule applies at all times.
This section sets one rule for bridges built over navigable waters of the United States.
A bridge* can never unreasonably obstruct — meaning block or interfere with — the free navigation of those waters. This restriction applies at all times, not just when the bridge is first built. The section does not define "unreasonably" or "navigable waters of the United States," so this section does not supply those meanings itself.
No bridge* shall at any time unreasonably obstruct the free navigation of any navigable waters of the United States.
